New National Strategy on Drugs 2009/2016
Yesterday, 23 The Government approved in the Council of Ministers the National Drugs Strategy 2009-2016 which sets out the broad lines of policy on substance abuse for the next eight years. Minister of Health, Bernat Soria, presented to the press later
Its objectives include the promotion of social awareness about consuming, involving the whole society as an active part in tackling the problem, with actions aimed at reducing demand and supply control, both substances legal and illegal, to ensure effective equality of all citizens access to the various programs and services developed.
The paper presented the same day by the Minister of Health, Bernat Soria, after reach consensus with all administrations, social and scientific sectors involved, certifies that "drug use today is very different from the last eight years" when Spain adopted its first strategy 2000-2008. Period in which the results have been quite harmful and should be shown only view reports for the last five years that the United Nations Odicina on Drugs and Crime (UNODC) has issued. The final 2008 annual report on drug use of this organism highlights the rise of synthetic drugs over cocaine and heroin were the first in the list (with permission of marijuana) and reveals that Spain is at the head both consumption as a gateway for further redistribution of cocaine, cannabis and heroin.
The annual report of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) warns in addition to the twenty-seven EU countries increasing consumption of heroin, no doubt boosted by the increased traffic due to record opium harvest in Afghanistan.
